Government Communication Service: our strategy for 2022 to 2025
Strategy goals
The goals of this strategy, launched in 2022, are to:
- improve the ability of government communications to work together to tackle the biggest challenges the country faces
- harness rapid technological changes in communications for the public good
- deliver a more efficient and effective GCS
- build public trust in government communications
- retain, attract and develop the best communications talent
Our purpose
At GCS, our mission is to deliver world-class public service communications which support ministers’ priorities, enable the efficient and effective operation of public services, and improve people’s lives.
Our new strategy sets out ambitions for the Government Communication Service (GCS) for the next 2 to 3 years. The strategy will ensure that, as a profession, we continue to deliver exceptional communications that change and save lives, while operating efficiently so that we provide the best value for taxpayers’ money.
Why we need a new strategy
Our mission is as relevant as ever. Communication is one of the main levers available to the government to achieve change, alongside legislation, regulation, taxation and spending. We make a real difference to individuals and society.
But to continue to deliver for the public we need to change. The world, and communications along with it, are changing at a very fast pace. The transformative power of technology is creating new opportunities, challenges, and ethical questions.
Now is the perfect time to think about what skills, structures and processes we will need by 2025 so that we are ready to face the challenges of the future.

Over the next couple of months, the Executive Team will be visiting departments and Arm’s Length Bodies (ALBs) to share the latest on the strategy, and to collect ideas and feedback on what it should focus on. This is your opportunity to tell us what you think.
